I would like to change that when heralds submitting the distributed awards to order of precedence that it to indicates whether scrolling has been distributed or not. It would facilitate the work of signet clerk a lot so you not have to constantly chase after the crowns to get it confirmed that the recipient actually received his scroll or not.
I would like to see more emphasis on using good materials (gouache instead of watercolor, appropriate colors, perg instead of watercolor paper, etc.) than on artistic skill. It's perfectly possible to create lovely medieval-looking scrolls without that much artistic ability using good materials -- but even the most medievally designed scroll done with water colors on watercolor paper is going to look a bit off, in my opinion.

The online form does request that the herald list the token or scroll:

So if it's not happening in Nordmark, you should talk to the Silversparre herald, who can remind the active court heralds.
OR you can talk to the heralds direct, if you know them.
